Senior Regulatory Risk Manager

As Senior Regulatory Risk Manager, you will be required to lead the embedding and ongoing delivery of effective regulatory and conduct risk management. With line management responsibility for two Managers within the division’s Regulatory and Operational Risk function (RORE), you will be accountable for proactive engagement with colleagues to ensure that regulatory and conduct risks and issues are fully and rigorously identified, assessed and managed in line with Argos Financial Service’s risk framework and risk appetite. You will put in place effective arrangements for the provision of robust ongoing 1st line assurance and will also work to lead and embed a culture of excellence in regulatory risk and control management within AFS.

As Senior Regulatory Risk Manager, you will:

Direct and oversee the work of two Managers, be accountable for the provision of timely and high-quality specialist support and guidance to colleagues on all aspects of compliance, with current and forthcoming regulatory requirements, across the FCA Handbook (with a focus on CONC, ICOBS, SYSC and DISP), Data Protection Act and PECR and relevant industry codes of practice, including the Codes of Advertising Practice and the Lending Code.
Oversee the quality of advice provided by the team, and provide expert input in relation to highly complex or novel issues.
Plan and direct the delivery of an ongoing programme of proactive and risk-based supervision, monitoring, oversight and MI to improve the quality of conduct and compliance risk management. Provide 1st line assurance on the effectiveness of; all regulatory risk controls, levels of adherence to AFS’ regulatory risk policies, the extent to which the exposure to regulatory risk is being maintained within risk appetite, the quality of action plans to remediate identified areas of control weakness, and timeliness of progress in delivering these and the quality and delivery of action plans to implement any control changes in response to forthcoming regulatory requirements identified by the 2nd line Horizon Scanning function.
Participate in regulatory risk governance arrangements to provide specialist input, direction and challenge when matters with a substantive regulatory risk dimension are considered.
Drive a culture of continuous improvement in the delivery of effective MI and reporting on regulatory compliance, conduct and customer outcome risk exposures.
Engage in AFS-wide regulatory risk governance arrangements, challenging and assuring the relevance, robustness and delivery of actions proposed in response to issues identified during wider regulatory and conduct oversight activity.
Deputise for the Head of Regulatory and Operational Risk Excellence as required.

As Senior Regulatory Risk Manager, you will have:

Experience of holding a middle-management role within a conduct risk/compliance function in a retail financial services business, with proven people management capability.
A strong understanding of the FCA’s regulatory approach and principles of good conduct risk management, in the context of a consumer credit or general insurance business, with strong applied knowledge of, and ability to interpret credibly, the CONC, SYSC, ICOBS and DISP chapters of the FCA Handbook.
The ability to diagnose accurately material customer outcome risks, issues and control weaknesses, explain these intelligibly to business colleagues, and identify proportionate and pragmatic solutions that are sensitive to the wider commercial environment in which the AFS business operates.
A proven ability to make strong, constructive judgments that balance commercial, customer and regulatory considerations in a proportionate way.
A proven ability to manage the workload of self and subordinates, prioritising appropriately according to the needs of the business.
The ability to assess and articulate regulatory risks and issues in customer outcome-focused terms.
Have the courage to pose questions to ensure the right, fact based decisions are always made.
A resilient and objective approach to ensuring that we respond appropriately and proportionately to regulatory risks and issues identified.
The ability to embed a service-focused culture in the team that balances responsiveness to commercial needs with the desirability of operating within risk appetite.
The ability to challenge colleagues in a collaborative and constructive manner.
An outward-looking and intelligence-focused approach to maintaining and developing relevant personal and team technical knowledge and skills.
The ability to represent/understand the perspective of all internal and external stakeholders.

In addition to the above, it would also be advantageous if you have experience of a retail FS business with product provider (or broker provider) accountabilities, experience of substantive participation in 1st line risk or compliance function transformation activity or of transforming business risk culture and practices and/or experience of an outsourced operating model or of distribution of white-labelled products provided by 3rd parties.
